CONDITION OF SOCIAL PROTECTION OF PRISONERS IN THE RUSSIAN EMPIRE (ON THE MATERIALS OF THE PRISON NEWSLETTER MAGAZINE)

Annotation. In this article, the authors pay special attention to the process of establishing mechanisms for social protection and support for prisoners in pre-revolutionary Russia. To this end, the authors analyze the legal documents of the pre-revolutionary period and comments thereon, as well as scientific publications that are reflected in the pages of the printed periodical «Prison Herald». The study made it possible to establish that already at that time, society and the state were concerned about the situation of prisoners in Russia. Considering that the authors do not just get acquainted with the current regulatory acts of that period, but evaluate public opinion regarding innovations that occurred in the legislation of the Russian Empire by analyzing the publications on the pages of the Journal of the Main Prison Administration of the Russian Empire “Prison Herald”, this study gains newness and relevance, since previously these issues were not dealt with in domestic legal science. The advantage of our research is the use of archival reprint copies of the Prison Herald Journal for the period from 1893 to 1917, which is extremely rare in legal research.
