ESTABLISHMENT, LEGAL STATUS, ORGANIZATIONAL STRUCTURE AND MAIN ACTIVITIES OF SARATOV-SIMBIRSK LAND BANK IN THE SECOND HALF OF THE 19th CENTURY

Bourgeois reforms of the 1860s and 1870s 19th century brought about fundamental economic changes in the agricultural sector of the Russian Empire. The abandonment of State agricultural credit has led to the emergence and rapid development of a system of commercial land credit, represented primarily by joint-stock land banks, Mortgage loans for rural and urban real estate, including land. One such bank to be discussed in this work was the Saratov-Simbirsk Land Bank, which operated during the 1870s and early 1880s. The article considers its legal status, structure and powers, decision-making procedure. The rules of valuation of estates, the procedure of granting loans and conditions of sale of estates from trading were investigated. It is noted that the Statute of the Bank and its organizational structure have enabled it to develop a fairly large-scale activity in terms of both the amount of loans granted and the amount of land held. The reasons, procedure and conditions for the liquidation of the bank are also shown. It was concluded that the disregard of the Charter by the direct management had led to the bankruptcy of the credit institution and the placing of borrowers under the administration of the State.
