PROBLEMS IN THE LEGAL REGULATION OF THE ACTIVITIES OF COMMISSIONS ON JUVENILE AFFAIRS AND THE PROTECTION OF THEIR RIGHTS

The article is devoted to the analysis of the institutional structure of the system of prevention of neglect and juvenile delinquency in the Russian Federation. Key bodies within this system are the commissions for juvenile affairs and the protection of their rights, which are understood as collegial bodies forming part of the system for the prevention of offenses committed by minors. The main task of the commissions is the timely adoption of measures to prevent neglect and juvenile delinquency, which helps to reduce child crime.

The article identifies the absence of a clearly defined three-tier commission system in the principal federal legislation governing this area, Federal Law No. 120-FZ, and substantiates the need to establish this structure in order to improve the effectiveness of interagency cooperation. The proposed model – a three-tier structure comprising municipal, regional, and federal commissions – is aimed at improving the effectiveness of juvenile delinquency prevention, coordinating intervention standards, improving monitoring and resource allocation. Each commission in the three-tier system has both common powers and responsibilities inherent in each of them, as well as specific ones that distinguish a particular commission on juvenile affairs from others. It is important that these commissions operate in close coordination with one another and with other competent authorities.
