Moreover, this system was not frozen, installed\nonce and for all, on the contrary, it was constantly developing. The number of\norgans of noble societies gradually increased, their structure changed, powers\nexpanded, and the mechanism of their functioning improved. In this regard, an\nimportant stage in the reform of the system of noble estate-territorial\nself-government was the publication of the Manifesto of 1831, which thoroughly\nstreamlined the powers of the county and provincial noble societies, resolved\nin detail issues related to the procedure for electing officials elected from\nthe nobility.
